Policy on Internet and CCTV Wiring Installation

Purpose
This policy aims to maintain the cleanliness, safety, and aesthetic value of the Almiya Subdivision by regulating the installation and maintenance of internet and CCTV cables. Unorganized wiring not only creates visual clutter but may also pose safety and fire hazards.
Scope
This policy applies to all homeowners, renters, internet service providers (ISPs), CCTV installers, and any third-party contractors working within Almiya Subdivision.
General Guidelines
1. Designated Routes and Poles

All wires must follow designated cable routes and be installed only along assigned utility poles.

Cables must be routed on one side of the pole only to avoid entanglement and maintain an orderly appearance.
2. Bundling and Support
-
All cables must be neatly bundled using cable ties, clamps, or similar fasteners.

Whenever possible, cables should be enclosed in PVC pipes or flexible conduits for added protection and visual appeal.

Loose, hanging, looped, or sagging wires are strictly prohibited.
3. No Overhead Crossings

Wires must not cross streets, driveways, or pathways overhead.

Installers are required to use designated perimeter cable paths.

If there is a valid need to cross a road, written approval from the AHAI Maintenance Committee is required. A detailed layout map indicating the proposed crossing must be submitted and signed by the committee before any work can proceed.
4. Cable Removal and Rewiring

Abandoned, unused, or damaged cables must be removed immediately.

The HOA reserves the right to order reinstallation, rerouting, or clean-up, with all costs charged to the homeowner or service provider responsible.
5. Pre-Installation Clearance

All new installations of internet, CCTV, or similar services must be pre-cleared with the HOA Office.

Installers are required to sign a compliance form and submit a basic layout plan before starting any work.
6. Service Provider Coordination

All ISPs and service providers operating within Almiya must coordinate with the HOA to organize and consolidate cable routes per street, preventing multiple independent or disorganized installations.
7. Homeowner Responsibility and Access to Private Property

If a utility pole is located within a homeowner's private property or gated premises, installers must obtain the homeowner's permission before entering, setting up ladders, or performing any work.

Access may be coordinated through the HOA Admin Office, which will notify the homeowner and facilitate communication and approval.

Unauthorized access is strictly prohibited, unless there was a confirmed schedule of installation or servicing previously agreed upon with the homeowner.

Homeowners are encouraged to monitor any installation or repair activities within their property. Any damage or violations caused by service providers shall be the responsibility of the homeowner if access was granted without HOA coordination.

Violation and Penalty
1. First Offense

Written warning issued to the installer and service provider.

Mandatory correction or clean-up of the violation within 7 calendar days.
2. Second Offense
-
Php 1,000 fine imposed on the service provider or the responsible homeowner.

Temporary suspension of installation activities within Almiya for 7 days.
3. Third Offense
-
Php 2,500 fine
-
One-month suspension of the installer from operating in the subdivision.

A formal commitment letter from the ISP must be submitted to AHAI prior to reinstatement.
4. Severe or Repeated Violations
(Including trespassing without consent, property damage, or continued non-compliance)

Php 5,000 fine
-
Permanent disqualification of the installer or service provider from entering and operating within Almiya Subdivision, subject to Board approval.

Legal action may be taken when warranted
All violations must be documented by the HOA through a formal report, including photo evidence and signed acknowledgment from the Maintenance Committee.
AHAI reserves the right to amend or adjust this penalty structure as needed, in the interest of community welfare and safety.
Implementation and Monitoring

The HOA Maintenance Committee will regularly inspect cable installations in the subdivision.

Annual Cable Clean-Up Days will be held in coordination with ISPs.
All ISP and CCTV providers will sign the COMPLIANCE COMMITMENT FORM.
